This piece is called a Captain's Decanter. It is 10" across at the bottom, and it was made to be taken on a ship, and when the ship was rocking, it would not tip over because of the very wide bottom. This was made by the Pilgrim Glass Company, who are no longer in business. The color is the richest ruby you will ever see. The height to the top of the stopper is 11 1/2". The stopper is a solid tear-drop-shape stopper that measures 6 1/2" long.
There is absolutely nothing wrong with this decanter.

A very similar piece can be found in my books on crackle glass. Book 2 & Book 3.
