Cobden describes a scene of political chaos: - "Peel is at the moment the strongest man in the country and the weakest in the House - Lord John is prime minister, with avowedly a minority in the House - the old protectionists have no statesmen to lead them." Cobden is writing to Tennent in Ceylon where he served (while in the office of Colonial Secretary) as Governor.
