This was the first Congress held after the First World War. The Zionist movement had been supported by the British government, hoping the Balfour Declaration would thus be fulfilled, after which an own Palestine state would be founded.<BR><BR>
President of the WZO was Weizmann and Sokolow the President of the executive.<BR><BR>
