TLS as president, one page, 7 x 8.75, White House letterhead, April 1, 1914. Letter to Mrs. Mary F. Henderson, wife of late Senator John B. Henderson. In full: “My dear Mrs. Henderson: Accept my thanks for your kindness in sending me the clippings of Senator Henderson's articles on the Panama toll question. I appreciate his friendly interest and your own.” In very good condition, with light overall bleeding of typed text, mild feathering to signature, and some scattered light creasing and toning. Accompanied by the original mailing envelope. At that time, ships trading with the United States did not pay tolls to pass through the Panama Canal, a provision not specifically written into the Panama Canal Act of 1902. One month before this letter was written, President Wilson had addressed the joint sessions of Congress with an appeal to repeal those provisions of the Panama Canal Act interpreted to exempt certain ships from paying the toll.
