Partly-printed vellum DS as president, one page, 17.5 x 14, August 8, 1917. President Wilson appoints Frederick J. Birkett as a "Third Lieutenant in the Coast Guard of the United States." Signed at the conclusion by Wilson, and countersigned by Secretary of the Navy Josephus Daniels. Blue Navy Department seal remains affixed to lower left corner. In very good condition, with trimmed edges, light creasing, a small piece of clear tape at the bottom edge, and multiple small holes; the signature is in the clear and unaffected by any flaws. Birkett received the Navy Cross for heroic service in connection with a deadly explosion at the T. A. Gillespie Co. munitions yard in Morgan, New Jersey, on October 4, 1918.
