Uncommon police permit from Wilson’s second inauguration, March 5, 1917, 3 x 5, signed by the recipient, “J. Huyler Ellison.” Permit allows the holder to “pass across route of parade, but not to obstruct procession.” Light scattered toning and soiling, and the police chief’s stamped signature faded but slightly visible, otherwise fine condition.
