<B>Woodrow Wilson and Franklin D. Roosevelt Document Signed</B></I> Wilson as president and Roosevelt as acting secretary of the navy, one page, 9.5" x 15", Washington D.C., April 15, 1919. This document appoints Henry G. Fuller as Lt. Commander in the United States Navy. Both signatures are strong and clean. Document has trivial tiny surface wrinkles which detract minimally, otherwise fine condition.
