Penn authorizes the appointment of a customs agent for the county of Kent, citing several acts of Parliament concerning trade and customs, including act for “the Encouragement of Trade,” “to prevent the planting of tobacco in England,” “for the encouragement of the Greenland and Eastland Trades and for the better Servicing the plantation Trade,” and “for preventing frauds and Regulating Abuses in the plantation Trade.” Signed in the lower right by Penn.
