Partly-printed vellum DS as president, one page, 20.5 x 14.5, July 31, 1899. President McKinley appoints Captain Charles O'Neil as "Chief of the Bureau of Ordnance in the Department of the Navy, with the rank of Rear Admiral." Signed at the conclusion by William McKinley, and countersigned by Acting Secretary of the Navy Charles Herbert Allen. The blue Navy Department seal remains affixed to lower portion. In very good to fine condition, with intersecting folds, light edge creasing, and scattered tiny holes. Charles O’Neil’s naval career was lengthy and spectacular and marked with notable episodes of heroism throughout the Civil War. An expert in naval ordnance, O’Neil became superintendent of the naval gun factory at the Washington naval yard; he played a key role in developing the modern U. S. Navy.
