Partly-printed DS as president, one page, 21 x 16, October 22, 1898. President McKinley appoints William B. Winn as a "Brigade Surgeon of Volunteers, with the rank of Major in the service of the United States." Signed nicely at the conclusion by William McKinley and countersigned by Secretary of War Russel A. Alger. The lower left corner retains the original blue War Office seal. In very good to fine condition, with scattered creasing, intersecting folds, and a seal impression to the right side.
