Signed at the conclusion by President McKinley and countersigned by Postmaster General James A. Gary. The seal and ribbon affixed to the lower left remain intact. Double-matted and framed to an overall size of 30 x 25. In very good to fine condition, with a strip of toning to the left side, and creasing and staining to the side borders.
