Boldly signed at the conclusion by President McKinley and countersigned by Secretary of the Navy John D. Long. The blue Navy Department seal affixed at the bottom remains intact. Nicely matted with a portrait to an overall size of 21 x 31.5. In fine condition, with overall rippling due to the nature of the vellum.
