Clinton'' signature, Clinton here writes a lengthy letter concerning the problems facing Colombia. Dated 19 January 2001, Clinton writes to Congressman Bill Young about Colombia's drug trade and human rights violations. In part, ''...The challenges faced by Colombia are a matter of national security interest to the the United States. Our assistance is crucial to maintaining our cooperative counterdrug efforts...I decided to waive several human rights and drug eradication conditions contained in the Act because I determined that it was in the national security interest of the United States...But more needs to be done...[signed] William J.
