It reads, "<I>I have your letter of August 17th. What I want to do is to take Adams out of office and send him over to Hilles. Then I want to put in Adams' place a colored man from Arkansas to whom I have promised the position. Adams has been so long in his present place that if you could find another position anywhere in the Treasury for which his present duties have fitted him, I could lift the Civil Service rules and put him in.
