American statesman (1801–1872) who served as secretary of state in the Lincoln administration. Printed circular letter signed by Seward as governor, one page, 8.25 x 11, State of New York Executive Department letterhead, May 20, 1839. Letter to Governor James Clark of Kentucky. In part: “I have the honor to transmit a copy of a Law of this State, passed at the recent session of the Legislature, entitled ‘An Act to authorize the arrest and detention of fugitives from justice from other States and Territories of the United States.’ It is the opinion of the Legislature of this State that the general welfare would be promoted by the enactment of similar laws in the several States and Territories.” Intersecting folds (one vertical fold passing through a single letter of the signature), toning and a few tears to edges, and light soiling, otherwise fine condition. Accompanied by an unsigned engraved portrait.
