Whiskey Rebellion: Alexander J. Dallas . Autograph Document Signed “Peter Baynton, Treasurer,” one page, 8” x 5.5”. Treasury Office, July 23, 1800. In full, “Received of Alexander J. Dallas Esquire (by the Hands of John Donaldson, Esquire) One thousand one hundred & fifty eight Dollars and eight Cents on Account of Monies advanced to him as Pay Master of the Pennsylvania Militia on the Expedition against the Insurgents in the Year 1794 - for which I have signed two Receipts of the Same Tenor and Date.” In 1791, the national government instituted the first federal excise tax on spirits. This eliminated most of the profits and farmers in western Pennsylvania began attacks on tax agents. These attacks continued until the summer of 1794 when a federal marshal was attacked and the home of a regional inspector was burned. On August 7, 1794, President Washington issued a proclamation, calling out the militia and commanding “all persons, being insurgents…to disperse and retire peaceably to their respective abodes.” The rebellion was suppressed by an overwhelming army of approximately 13,000. Alexander J. Dallas, Secretary of Pennsylvania from 1791-1801, was Paymaster of the Pennsylvania militia and Paymaster General for the federal forces. Peter Baynton served as Pennsylvania Treasurer from 1797-1801. Slight chipping at left edge. Fine condition. Ex. Henry E.
