(Then) Colonel Thomas Ruger served as Superintendent of West Point from 1871 - 1876. A graduate of the class of 1854, Ruger had earned Generals brevets during the Civil War, but was full Colonel when serving in this role. He had many notes and additions to his copy of the Regulations, since it was already 5 years old when he assumed command of the institution. He made some notes above words that had been changed, some margin notes, but in a number of cases, there are neatly written paragraphs on heavy lined paper that have been tipped into the book at the appropriate points. Nearly every page had a change or two by the time Ruger left the Academy. Although he died in 1907, Ruger is buried in West Point National Cemetery.

Condition: Boards completely separated from leaves, spine split. Well-used. All present, and interior binding tight.
