In full:<BR><BR><I>Sir: The Secretary of the Treasury has enclosed to this Department a letter from the Collector at Baltimore, stating that Wm. War, contractor for furnishing rations at Norfold, &#39;is represented to be one of the most outspoken rebel proclivities.
