The document provides an itemization of costs for pay and subsistence of officers and seamen; provisions; medicines; ordnance and small arms; repair of vessels; building of sloops of war; building barges; repair of frigates Constellation and Chesapeake; building vessels of war on Lakes Ontario and Champlain; building of floating batteries; and rewarding lieutenant Eliot for the capture and destruction of the British Brig Detroit. A "Recapitulation" appears at the lower margin. In very good to fine condition, with light staining and repairs to fold splits.
