Partly-printed D.S. as President, 1p. folio, Washington, July 24, 1916, an appointment of Samuel T. Lee of Michigan as "...a Consul of Class-four of the United States of America at Rio Grande Do Sul...". The usual folds and a bit of wrinkling, otherwise very good condition.
