In part: "...It was good to hear from you about Korea and the crime bill. I'm hopeful that we'll pass it this week. I do wish I had the line-item veto. You're right about tort reform, and you know I've never been one to shy away from a fight...". Clinton mentions an October reunion, suggesting "a little touch football", and then launches into a lengthy, detailed holograph postscript on medical care and his crime bill. In part: "...The crime bill can be cut some but the prevention money keeps police and community leaders make up for missing parents - The health care bill must do more harm than good or I won't sign it [sic]...the proposal wouldn't have gov't ration care but would set a floor on family coverage to get primary and preventative care which saves money. Medical schools get huge federal subsidies to educate doctors. Our proposal would gradually increase subsidies to general practitioners and decrease subsidies to specialists...too few family doctors to provide sufficient primary care - Most countries have a 50/50 balance. Our med. school graduation ratio is more like 80/20 - We're also increasing incentives to practice in small towns and other undeserved areas - ie: work off your med. school loans with a few years of service...". Very fine condition. Clinton and wife Hillary collaborated on a plan to provide Americans with universal health care coverage, which was handily shot down in Congress. Only a week before this letter, the Congressional Budget Office reported that Clinton's proposed health care plan would cost more than $1 trillion in its first eight years. Here it appears that Clinton is appealing to one of his closest friends for approval of his proposals. $2,500-3,500
