In full (translated): “On the occasion of the 33rd anniversary of the Czechoslovak People's Army, on behalf of all officers and soldiers of the Vietnam People's Armed Forces and me, I would like to send Mr. Minister and all officers, soldiers of the Czechoslovak People's Army the warmest congratulations.
