After the hanging of George Ives, the significance of which is believed to have determined the future of the Montana territory (order v. anarchy), nine men from Virginia City and Bannack, including Pfouts (the groups chosen president), gathered to form the Vigilantes of Montana. One of the bylaws issued soon after the first meeting in 1863 (which took place in the dimly lit back room of John Kinna's store), was "The only punishment that shall be inflicted shall be death." The group met in extreme secrecy due to its fight against the Desperadoes. The vigilantes are often seen as agents of justice against the wild extremes of the Western desperadoes (REF.
