Of particular interest are his extended comments on civil order, a paramount concern of the '60s, when riots protesting the war in Vietnam were occurring. "...Civil order and civil justice are interdependent. One without the other diminishes America. Violence cannot be condoned and must be stopped. However, the relationship between 'law and order' and 'social justice' must be made clearer. I propose Councils for Civil Peace...I submit that the recommendations of the President's Commission on Civil Disorders are right and as they are carried out civil order as well as social justice in America's cities will be served. If we want civil order, we must recognize the civil right of every citizen in this nation to have enough to eat; the civil right to earn a living; the civil right to a full education...."
