Despite the issue number, this is the true second issue of this title (it was <B>War Against Crime</B></I> for the first 11 issues). It's also memorable for the infamous morphine story contained within its pages. Additionally, this is one of the scarcest Gaines File pedigree books, as there were only nine copies of this issue in the collection, instead of the usual twelve. This copy ties with one other as the highest graded in the CGC census. Virtually perfect, this book is a pleasure to look at. Overstreet 2006 NM- 9.2 value = $1,500.
