<B>Union Navy Circular Regarding the Blockade of the Gulf Coast.</B></I> Two pages, 7.5 x 9.5, April 29, 1864, printed document, in near fine condition. This document lays out rules for the delivery of goods within areas controlled by Union forces. It reads in part: The Commanding Officers of all U.S. blockading vessels in this Squadron, will be governed by the following Executive Order of the President of the United States, and the Additional Regulations of the Secretary of the Treasury. Vessels will be permitted to take any property of New Orleans, for delivery to the special Commercial Agent, from any location within our control; but no vessel will be permitted to carry goods or commodoties sic of any description into the rebel lines. The document also includes Lincoln's executive order governing delivery of goods in blockaded areas and a detailed prospectus on the additional regulations of trade within occupied areas.
