James Stephenson, Proprietor of the Western Stage and Express Lines and signer of these passes, made several "forays" out West as a young man, but it wasn't until 1860 that he went to Fort Laramie and stayed west. He started out as a driver for the Western Stage company until 1865, when he bought their routes and horses in Nebraska. He operated a number of lines, mostly in Nebraska, but a few branching out to Iowa, Colorado and Idaho Territory.
