John A. H. Nickels to Commander Frederick Rodgers of the U.S.S. &#34;Adams.&#34; In part: &#34;In obedience to your order, I respectfully submit the following in regard to the inhabitants of the Samoan Islands. The population of the whole group consists of about 35,000 and is slightly increasing from year to year…The foreign population consists of from 25 to 30 Americans, 50 English and from 150 to 200 Germans. Each island is divided into districts…under the charge of a Governor… the villages…governed by a chief who has absolute authority…The Constitution provides that there shall be a King, but at present there is none and the entire administration of affairs is in the hands of the two houses of Parliament.&#34; Many more details.
