16 July 1804. Partially printed document signed by Thomas Jefferson as President (1801-1809), James Madison as Secretary of State (President 1809-1817), and David Gelston as Collector of Customs in the port of New York (1801-1820) (Gelston papers at Mystic Seaport Library). Also signed by Maliley Gelston as notary public. Single sheet approx. 16.25" x 20.5". Four language (Spanish, French, English, Dutch) letter granting permission for the 163-ton Brig Factor, captained by Silas Briggs, a United States citizen, to depart from the port of New York bound for Lisbon. Retains large U.S. wafer seal and half of New York (?) wafer seal. Jefferson's signature large and bold; Madison's a bit cramped, but still dark.
