Vellum DS as president, one page, 15.5 x 19.5, July 3, 1906. In part: “That reposing special trust and confidence in the patriotism, valor, fidelity, and abilities of William B. Homer, I have nominated and by and with the advice and consent of the Senate do appoint him Lieutenant Colonel in the Artillery Corps.” Countersigned by Acting Secretary of War Robert Shaw Oliver. In fine condition, with light creasing, wrinkling and faint toning, mainly along the edges. The bold blue war department seal is intact. A clean and highly displayable example.
