Cooke, Junior a “Lieutenant, junior grade, in the Navy.” Signed at the conclusion by Roosevelt and countersigned by the acting secretary of the navy. In very good condition, with Roosevelt’s signature, light, but still completely legible, central horizontal fold, and several areas of toning near top. The blue seal is crisp and intact.
