In part: “Need I say how thoroughly I agree with you about the Navy Yard, under all its managements? Save perhaps the Indian Dept there is no branch of the Civil Service I am so anxious to see classified. But before trying to classify it I wish you to come over here and see for yourself how hopelessly we are overworked.
