<B>Theodore Roosevelt Commission Signed</B></I> "<I>Theodore Roosevelt</B></I>" as President, one page, 16" x 19.5". Washington, June 24, 1907. Appointment of Fred E. McMillen as "<I>Assistant Paymaster in the Navy, with the rank of Ensign.</B></I>" Countersigned "<I>W.H. Brownson</B></I>" as Acting Secretary of the Navy, registered by "<I>G. Earle Yancy</B></I>" as Registrar. On September 7, 1915, naval officer McMillen was appointed Collectors of Customs of the Haitian port at Petit Goave during the U.S. Occupation of Haiti. He was later promoted to Captain in the Navy. <B>Rear Admiral Willard H. Brownson</B></I> (1845-1935) saw service in the Spanish-American War and served as Superintendent of the U.S. Naval Academy at Annapolis (1902-1905). He then served as Commander, Special Service Squadron in Central American Waters and Commander-in-Chief of the Asiatic Fleet. In 1907, he was assigned as Chief of the Bureau of Navigation. Blue paper seal of the Navy Department affixed at lower left. No folds (rolled).
