In full (translated): “We have the honor to inform you that we have taken note of the following resolutions of the National Fund Commission: ‘The commission has elected Dr. Farbstein as President. It is the duty of the president to get in contact with the A. C. [Action Committee] and the members of the N. F. Commission, and to convey all applications and drafts to them, and, if applicable, to determine the result of a vote of the N. F. Commission. The form of the communication with the members of the commission shall be as follows: All applications, drafts, etc., shall be sent to the members by circular, and the members shall have a period of 25 days in which they have to reply to the president regarding applications, drafts, etc.’ We have the honor to kindly inform you that according to the resolution of the congress (stenographic minutes of the 5th congress, page 295) the members of the commission have to submit their positive proposals within three months; otherwise they will be removed from their position. Since the first circular was dated February 2nd, the deadline is May 10th. Therefore, we ask you to convey your opinions to Dr. Farbstein, Zurich, by May 10th at the latest, since otherwise we will be forced to make use of the resolution of the congress.” In very good condition, with central horizontal and vertical fold, two punch holes to left edge, scattered creases and wrinkles, tape reinforcement along reverse of vertical fold, and a few small tears and pinholes.
Delegates at the 1901 Fifth Zionist Congress in Switzerland continued their debate on establishing a national fund to purchase land in Palestine, a proposal made four years earlier by mathematics professor Zyi Hermann Schapira. Following Schapira’s death, it appeared that the idea died with him—until Herzl took up the cause, determined that before the Congress came to an end, a national fund would be established and the dream of a Jewish state would be one step closer to becoming a reality. With the help of contributions from Jews all around the world, the fund owns more than 10% of all of the land in Israel, and has helped to develop more than 250,000 acres.
