It's the second issue of this title, with a thrilling Alex Schomburg cover, plus story art by Carl Burgos and Bill Everett. A text feature has the Torch and Subby fighting over who's the best artist, Burgos or Everett. CGC notes, "Restoration includes: small amount of color touch, glue on spine of cover." While that may make this a "restored" copy, the technical grade in this instance is no different from the "Apparent" grade assigned by CGC. You will be hard-pressed to find a nicer copy for the amount the winning bid is likely to be.
