While studying at the Académie Julien in Paris, Phillips met Joseph Henry Sharp and Ernest Blumenschein who shared his desire to paint American Indians. Upon returning to New York, he planned an extensive painting excursion with Blumenschein from Denver to Mexico. The journey ended in the Northern New Mexico village of Taos. Shortly afterwards, Blumenschein returned to the East and Phillips stayed behind and was the first of what was to become the celebrated Taos Society of Artists. In addition to being a highly regarded artist, Phillips was a preservationist. His personal efforts played a significant role in the protection of sacred land of the Taos Pueblo and in the establishment of the national preserve that was to be known as the Kit Carlson National Forest.
