TWIGGS, DAVID E.
(1790 - 1862) Confederate major general who turned over his Federal forces to Ben McCulloch at the start of the war, and was later given command of the District of Louisiana. Good content A.L.S. as brigadier general U.S., 1p. 4to., East Pascagoula, Ms., Oct. 23, 1860 to Col. Sam Cooper, in part: "...I have not yet heard from the Secretary [John B. Floyd, Secretary of war] about my return to Texas. I have much to do if I go back and would be pleased to hear what the secretary's decision is...". Twiggs did indeed have much to do: he was transferred by Floyd to Texas and four months later surrendered his commend to the C.S.A. Of course, Cooper and Floyd also followed suit. Very good.
