Author and <b>Signer</b> of the Declaration of Independence; third President of the United States (1801-09). Important LS, 1p, 4to, Philadelphia, Mar 31, 1790. From his “<i>Office of Secretary of State</i>,” Jefferson writes to the governor of New York, George Clinton. In full, “<i>I have the honor to send you herein enclosed </i>[not present]<i> two copies duly authenticated of the Act providing for the enumeration of the inhabitants of the United States; also of the Act to establish an uniform rule of Naturalization; also of the Act making appropriations for the support of Government for the year 1790, and of being with sentiments of the most perfect respect— Your Excellency.</i>..” Boldly signed. Very Fine example. An important historical document referencing the first act to authorize national census-taking in the US, as called for by the United States Constitution, effective the previous year. Jefferson also refers to the Act that formalized the means by which immigrants would become citizens of the US. As a nation of immigrants, this Act did much to effect the democratic ideals that were the foundation of the nation. Lastly, the third Act legislated the first full budget of the United States. Accompanied by an original issue of the <i>Columbian Centinel</i>, Boston, Jul 28, 1790 [No. 39 Vol XIII], in which the text of the Act to enumerate the inhabitants is printed in full, along with text of several other important new legislative acts. Beautifully displayed with small color portrait of Jefferson and descriptive text and contained under glass within ornate gilt frame. Overall 26"x26".
