Scarce complete newspaper printing of the “Permanent Constitution of the Confederate States of America” on front page and listing all members of the first CSA Congress. On page two, Howell Cobb and Thomas R.R. Cobb exhort southern planters to support the war effort. The evacuation of Harper’s Ferry is reported. Other topics discussed include the transfer of state troops to the CSA and ways and means for public defense. Entire expanse of paper professionally encapsulated in plastic. Large triangular tear, 4½"x2½", at bottom portion of both leaves with paper loss extending up to 2" into text; general toning; scattered light foxing; right edge chipping on second leaf and occasional small holes at folds with little paper loss. Text remains crisp and clear. Else in Good condition.</span></p>
