The state has Borrowed and received of John Welch the sum of ten pounds lawful money for the use and service of the state…to repay..by the first day of June 1780…in Spanish mill'd Dollars at six shillings each, or in the several species of coined silver and Gold…" Wonderful vignette of a patriot with a sword-in-hand encircled by a rattlesnake engraved by Nathaniel Hurd. Signed by Committee members Jeffries, Davis and Sumner and by Henry Gardner as Treasurer. A fine example of one of the earliest "junk bonds" issued in American financial history.
