Scarce partly-printed DS, signed “Ro: Howard,” one page, 9.25 x 14.25, February 1673. Loan order requesting the delivery and payment "of such His Majesties Treasure as is, or shall be remaining in your charge, unto Thomas Elliott Esquire—or to His Assigns the Sum of seven hundred pounds in Repayment of so much Money by him lent unto His Majesty…as by a Tally levied at the Receipt of Exchequer…together with the Interest thereof, at the Rate of Six pounds per Cent. per An. at the end of every Six Months, until the Repayment of the Principal: And these, together with his or his Assigns Acquittance, shall be your discharge herein." Signed at the conclusion by Howard. In fine condition, with trivial paper loss along two of the three horizontal folds.

Sir Robert Howard fought on the Royalist side during the English Civil war, and rose to prominence during the restoration. He served as Secretary to the Treasury in 1671, auditor of the Exchequer in 1673 and after participating in William of Orange becoming King of England in 1689 was appointed to the Privy Council. As Secretary to the Treasury he followed Sir George Downing.
