After the First World War, he was deported to Egypt and reunited with the father of the family, and in 1921 they returned to Jerusalem, In 1923, Shifman served as an immigrant counselor and lived in several places, such as Ra'anana, Ness Ziona, etc. From 1934 to 1934, he lived in Kfar Hess. In 1945 he returned to live in Ramat-Gan and served in various positions in the Workers' Council and Mapai. Between 1955 and 1952, he served as director of a number of immigrant transit camps in the Or Yehuda area .
