Two page memo outlines Senator Kennedy's record on defense and disarmament, characterizing it as hawkish, likely to position the Senator as a strong Presidential candidate. In part, ''When he became a member of the Senate in 1953 he became a vigorous opponent of the Eisenhower policy of giving fiscal and budget policy precedence over defense policy.'' Single sheet measures 8.5'' x 11''. Light crease to upper right corner, otherwise fine.
