One page, 7.75” x 9.75”, on Navy Department letterhead, Washington, March 23, 1866, in ink, endorsements on verso. A commission document signed by Gideon Welles (1802-1878) as Secretary of the Navy. Welles's strategy of blockading southern ports during the Civil War was a key component of Northern victory.
