In part: “It was indeed an eventful & auspicious occasion—& the act the grandest Legislation act of the Era.” In fine condition with intersecting folds (one vertical fold passing through a single letter of the signature). Colfax must be referring to the Civil Rights Act of 1866, which Congress passed on April 9, 1866.
