For one, Harveys of this era just haven't survived in high grade for the most part -- the few file copies that come on the market are usually the only NM books available. Then there's the content of this issue -- everyone knows the title character as an enlisted man, but this issue and the others of the early run had Sad Sack coping with <I>civilian</B></I> woes! Overstreet notes, "relatively few of the first 21 issues were ever collected and (they) remain scarce due to this." The book has all-new stories (not strip reprints); the cover is by the character's creator George Baker. Only one copy of this issue has been certified with a higher grade by CGC to date.
