Reads in small part, "...I, of course, share wholeheartedly your conclusion that 'the best defense for the United States is to stand as astutely for the cause of democracy as Soviet Russia stands for totalitarian tyranny'...during these past three years our Government has never realistically envisaged the vast extent of the problem...consequently a series of steps have been taken...totally inadequate...American foreign policy is today controlled by men who either have a military mentality or who represent the armed services...country's policy is a negative policy of checking Russia rather than a positive policy of demonstrating that democracy is a more vital and powerful force than Communism..."
