This is a very nice little pedestal-ed salt or a child's punch bowl in a pattern called Beaded Swirl. It is also known as Beads and Diamonds. Apparently it is better known in carnival glass as shown in "The Standard Encyclopedia of Carnival Glass 7th Ed." by Bill Edwards and Mike Cawile and shown on page 37. They state that the pattern is also shown in Leerdam of Holland catalogs and is also credited to Sowerby of England. This small dish is 4" tall and 3-1/4" in diameter at the scalloped rim. The foot is 2-3/8" in diameter. There may be some bubbles and straw marks but there are no chips, flakes or cracks.
