In full: “As the House and Senate begin to consider the budget for the coming fiscal year, I thought you might like to see a copy of the radio speech I made Sunday before sending my annual budget message to Congress. Unless we want another dangerous inflationary spiral, we face a choice: either to hold the line on spending at the levels I have recommended, or to raise taxes. My speech explains the principal reasons for my budget proposals, and I would appreciate you giving it your thoughtful consideration as you prepare for the debates which lie ahead of us.” In fine condition. Nixon sought to keep government spending low yet effective—Congressman Young, a fellow Republican, presumably shared this opinion, and was a delegate to both Republican National Conventions where Nixon was nominated to run for president.
