Hyland reads in full "Memorandum to William Hyland: I thought you might like to see some unconventional wisdom on Gorbachev, the Gulf and other current foreign policy issues. / Regards." signed "<I>R N</B></I>" in black ink. Before turning to writing, William Hyland was a CIA "Kremlinologist" and served as White House Deputy National Security Advisor in the Gerald Ford administration.
